I just looked again at the django documentation: this lava option is not needed anymore for django 1.11.
In fact, in Django 1.11, if DEBUG is set to false, then the template caching loader will be used automatically.

I will update the doc accordingly and add a not to remove this feature when buster is the required base.

I'm currently testing that on Debian buster, which ships Django version 1.11.
