This file is no longer created by default on fresh installations. You can add conf files in settings.d or create the settings.conf if you so wish.

the default device-types are now in /usr/share/lava-server/device-types Only custom device-types would be in /etc/lava-server/dispatcher-config/device-types/.

LAVA will lookup in /etc/lava-server/dispatcher-config/device-types/ and fallback to /usr/share/lava-server/device-types/ so you can overwrite default templates.
