IMHO the easiest is looking at the queue length. This is a simple script we use locally: https://git.linaro.org/lava/lava-lab.git/tree/shared/monitoring/instance-rep... Just run it in cron every 15 min, save results for a week and you'll see whether you're overloaded, just right or underused.
