Both of these really depend on the target you're planning to use. In my experience adb/fastboot usually require more resources. We try to aim at one physical CPU core per device in such situation. If you don't plan to use adb/fastboot you don't need as much. As for master it should be able to deal with the amount of logs your jobs generate. If you don't have very long logs, then master doesn't need to be very powerful. However it's worth looking ahead and preparing to expand the lab. So more powerful master should be considered. You can also think about hosting your master in the cloud. This gives you even more flexibility.

to be clear, all above are _untested_. I did some experiment with RPi3 and it was too slow to become a dispatcher. I also did some testing with lattepanda. It's IO speed is good enough for deployment. I didn't perform any extensive testing though.

The sky is the limit here. You can use GPIO relay with RPi[1], ethernet relay[2], managed PDU [3] or something else as long as it can be controlled remotely by software.

hmm, do you mean serial concentrator? How do you connect to UART on your boards?
