This is a known bug which has been fixed in the master branch and will be part of the next release. I'm hoping that 2016.3 can be released at the end of this week (if not, in mid-March when we're back from a conference.) There were other issues with the master branch which have also now been fixed.
The relevant config files exist in the original source but were not put into place by the packaging due to a change in the build tools.
We now use this job https://staging.validation.linaro.org/scheduler/job/141641/definition to track for a recurrence of this problem.
