the current LAVA version in stretch-backports is still 2018-11. Is there a reason why it has not been updated since then? Will newer releases go into buster only? Or will there be updates in stretch-backports in the future? For stretch users, do you recommend using the LAVA repositories to upgrade to the latest version? Or should production systems keep using 2018-11 at this moment?

Debian is in freeze in preparation for the Buster release. While that happens, normal migration from unstable to testing does not occur. One of the rules of the backports repository is that the code uploaded must already be in testing. So, we can't easily get things updated in stretch-backports.
It also means that the released version in Debian Buster will be a little old compared to our regular release cycle - this is normal and expected.

That's exactly it, yes. New releases will continue to be pushed out into our LAVA repositories at apt.lavasoftware.org as described at

We continue to support 2018.11, but we'd recommend using the LAVA repositories to track newer releases in preference. We're (today!) prepping the 2019.04 release, for example.
